Accident Overview: A deflagration occurred in a 2-ethylhexyl nitrate storage tank (a diesel cetane number improver) at Xinyue Petrochemical Co., Ltd. in Wudi County, Binzhou City, Shandong Province, triggering a fire in the adjacent delayed coking unit. The preliminary analysis indicates that the explosion was caused by the decomposition of 2-ethylhexyl nitrate due to overheating. The shock wave shattered glass in some buildings within a 500-meter radius of the incident site.
Issues Related to Blast and Explosion Relief: No effective explosion relief devices were installed in the tank farm, meaning the explosive energy could not be released in a directed manner, leading to the rapid spread of fire to adjacent units. Additionally, the blast resistance rating of the control room was insufficient, exposing operators to shock wave impacts during emergency evacuation.
